backhoe damage (karachi, pakistan)

a backhoe (or potentially a group of labourers with picks and shovels) managed
to sever a pile of cable near one of the CO's in Karachi, Pakistan.
this outage is effecting several ISP's and voice services.
ETA for fix is 14:00 GMT
